BY-LAWS OF BRADFORD RECLAMATION
DISTRICT 2059

            We, the undersigned being the holders of title and owners of a majority of the acreage within Bradford Reclamation District No. 2059 formed by order of the Board of Supervisors of the County of Contra Costa, State of California, on the 21st day of November, 1921, do hereby enact adopt the following by-laws for the government of said distract and for the control of the affairs thereof.

I.

            The name of this district shall be Bradford Reclamation District No. 2059 and the number thereof shall be the number which the Register of the State Land Office shall give to said district upon the certificate of the County Clerk; and all contracts and all of the business of said district shall be transacted under said name.

II.

            The officers of this district shall consist of a board of three trustees, and they shall elect from their number a President and Vice President, and shall select some competent person to act as Secretary for said district; and in case of the absence or incapacity of said Secretary, said trustees may appoint a temporary secretary; and the trustees may remove the Secretary at any time.

III.

            The place of meeting of said board of trustees, for the first meeting thereof, shall be in the office of W.S. Robenson, at 707 McDonald Avenue in the City of Richmond, in the County of Contra Costa, State of California, and at such place thereafter as The Board of Trustees may determine by resolution; provided however, that the place of meeting of said board shall always be in or near said district;  and said Board of Trustees, by resolution, shall fix from time to time one day of each week and the time of said day at which said Board of Trustees shall hold regular meetings thereof.

IV.

            It shall be the duty of the Secretary to keep a correct record of all proceedings relating to the transaction of the business of said district, and to attend to such matters as the board of trustees shall direct.

V.

            Special meetings of the board of trustees may be called by the President upon written or telegraphic notice to the other trustees of the time thereof; and in case of his incapacity or absence from the County of Contra Costa, State of California, such meetings may be called by the Vice President; provided that notice in any event must be given insufficient time to enable the other trustees to reach the meeting place of the board of trustees; but no notice of regular meetings shall be necessary; and any special meetings of the board of trustees at which all members thereof shall be present, shell be valid and sufficient although no notice thereof shall have been given as herein provided.

VI.

            A majority of members of the board of trustees shall constitute a quorum for the transaction of any and all business, but one member attending may adjourn the meeting.

            We hereby authorize F. A. Fletcher, one of the landowners on Bradford Tract in the County of Contra Costa, State of California, after the Board of Supervisors of said County shall have adopted an order forming said reclamation district, and after said F.A. Fletcher, as said landowner, shall have signed and acknowledged these by-laws, on our behalf to record these by-laws in the Recorder’s Office of the County of Contra Costa, State of California; and the signing, acknowledging and recording of these by-laws, by said F.A. Fletcher, shall constitute and be the adoption hereof by us as the by-laws of said reclamation district.
